Environmental Assessment Expanded Ponnequin Wind Energy Project Weld County, Colorado

The U.S.Department of Energy (DOE) has considered a proposal from the State of Colorado, Office of Energy Conservation (OEC), for funding construction of the Expanded Ponnequin Wind Project in Weld County, Colorado. OEC plans to enter into a contracting arrangement with Public Service Company of Colorado (PSCO) for the completion of these activities. PSCo, along with its subcontractors and business partners, are jointly developing the Expanded Ponnequin Wind Project. DOE completed an environmental assessment of the original proposed project in August 1997. Since then, the geographic scope and the design of the project changed, necessitating additional review of the project under the National Environmental Policy Act. The project now calls for the possible construction of up to 48 wind turbines on State and private lands. PSCo and its partners have initiated construction of the project on private land in Weld County, Colorado. A substation, access road and some wind turbines have been installed. However, to date, DOE has not provided any funding for these activities. DOE, through its Commercialization Ventures Program, has solicited applications for financial assistance from state energy offices, in a teaming arrangement with private-sector organizations, for projects that will accelerate the commercialization of emerging renewable energy technologies. …
