Davis acknowledges his receipt of the letter of February 28 from Carswell and replies regarding the cancellation of medical licenses of doctors who are specializing in liquor prescriptions stating that he doubts it can be done under the present law. He confides regarding the liquor committee and the potential support of a bill, the appointment of a committee to work with the legal staff of the Texas Liquor Control Board and his belief of the chance for constructive legislation.

In postscript, Davis requests Carswell's opinion regarding asking Merkel, Tuscola and Caps to join their field day at Abilene.
