Philosophy and Practice of Personal Journalism with Moral Concern in the Twentieth Century

This study seeks to show that a tradition exists of personal journalists who, more than supporting a partisan position, have moral concern and desire reconciliation. Between the First World War and the Hutchins Commission report of 1947, Walter Lippmann and other media critics theorized that journalistic objectivity is impossible, but recognized journalists' responsibility to interpret events to their publics. In the 1930s these new theories coincided with historical events to encourage journalists' personal involvement with their subjects. The work of the best personal journalists, for example, George Orwell and James Agee, resulted from moral concern. This tradition is furthered today in the journalism of Bill Moyers.

International Peacekeeping Operations: Sinai, Congo, Cyprus, Lebanon, and Chad Lessons for the UN and OAU

Peacekeeping is a means by which international or regional organizations control conflict situations that are likely to endanger international peace and security. Most scholars have viewed the contributions of peacekeeping forces only in terms of failures, and they have not investigated fully the political-military circumstances" under which conflict control measures succeed. This dissertation is an attempt to bridge this gap and to show how the OAU compares with the UN in carrying out peacekeeping missions. The method of research was the case study method in which primary and secondary data was used to describe the situations in which six peacekeeping forces operated. The content of resolutions, official reports and secondary data were examined for non-trivial evidences of impediments to implementation of mandates. Findings from the research indicate that peacekeeping missions not properly backed by political efforts at settlement of disputes, cooperation of the superpowers, and financial and logistic support were ineffective and usually unsuccessful. Lack of consensus and pursuit of national interests have resulted in ambiguous or unrealistic mandates and have reduced the effectiveness of peacekeeping operations. Texas and the CCC: A Case Study in the Successful Administration of a Confederated State and Federal Program

Reacting to the Great Depression, Texans abandoned the philosophy of rugged individualism and turned to their state and federal governments for leadership. Texas's Governor Miriam Ferguson resultantly created the state's first relief agency, which administered all programs including those federally funded. Because the Roosevelt administration ordered state participation in and immediate implementation of the CCC, a multi-governmental, multi-departmental administrative alliance involving state and federal efforts resulted, which, because of scholars' preferences for research at the federal level, often is mistakenly described as a decentralized administration riddled with bureaucratic shortcomings. CCC operations within Texas, however, revealed that this complicated administrative structure embodied the reasons for the CCC's well-documented success.

The purpose of this study was to investigate the curricular content of elementary music in China between 1912 and 1982. The questions addressed were: (1) What changes in elementary music resulted from China's becoming a republic in 1912? (2) What changes in elementary music resulted from China's becoming a socialist country in 1949? (3) What changes in elementary music in the People's Republic of China resulted from the Anti—Rightist Struggle Movement in 1957? (4) What changes in elementary music in the People's Republic of China resulted from the Cultural Revolution (1966-1976)? (5) Have changes occurred in elementary music in the People's Republic of China since the beginning of the reform movement in 1978? (6) Did any of the changes affect curricular goals, contents, methods, required materials, and instruction time allotted in a like manner, or did some of these components remain the same while others changed? (7) Were the changes important enough to attribute them to a changed political ideology? After translating all pertinent documents, the goals, contents, methods, materials, and time allotted for the elementary music curricula between 1912 and 1982 were listed and identified. The Impact Of Peer, School, Family, and Religion Factors Upon Adolescent Drug Use

The contribution of this research is in the area of adolescent decision making. The specific decision examined is the decision to use or not use drugs. Several factors were expected to have significant impacts on this crucial adolescent decision. These factors included peer, school, family, and religion influences. The source of the data was a sample of ninth through twelfth grade students in a north Texas city. The students responded to a survey questionnaire in the spring semester of 1989. A total of 632 students responded to the questions about alcohol- and drug-related attitudes, beliefs, and behaviors. Four major hypotheses were tested, and each one was supported by the research findings. In the first hypothesis, it was expected that family drug use factors would have a positive effect on adolescent drug use. Family factors included the following: parental use of alcohol, problems for family members due to parental drinking, and problems for the respondent due to parental drinking. Family factors had a statistically significant effect on alcohol use and any drug use.

Media Agenda-Building Effect: Analysis of American Public Apartheid Activities, Congressional and Presidential Policies on South Africa, 1976-1988

The mass media's role in informing the American public is critical to public support for government policies. The media are said to set the national agenda. This view is based on the assumption of selective coverage they give to news items. Media coverage also influences the salience the public attaches to issues. However, media agenda effect has been challenged by Lang and Lang (1983). These scholars, in their media agenda-building theory, argued that the success of media effect on national agenda is dependent on group support. In order to test this theory, time-related data on South Africa crises, media coverage"of South Africa, American public reactions, congressional, and presidential apartheid-related activities, between 1976 and 1988, were analyzed. Congressional anti-apartheid policies were the dependent and others, the independent variables. The theory made analysis of the data amenable to the additive adopted to test for the significance of the interactive variables, indicated that these variables were negatively related to congressional anti-apartheid policies. The additive model was subsequently analyzed. The time series multiple regression analysis was used in analyzing the relationships. The Enlightenment Legacy of David Hume

Although many historians assert the unity of the Enlightenment, their histories essentially belie this notion. Consequently, Enlightenment history is confused and meaningless, urging the reader to believe that diversity is similarity and faction is unity. Fundamental among the common denominators of these various interpretations, however, are the scientific method and empirical observation, as introduced by Newton. These, historians acclaim as the turning point when mankind escaped the ignorance of superstition and the oppression of the church, and embarked upon the modern secular age. The Enlightenment, however, founders immediately upon its own standards of empiricism and demonstrable philosophical tenets, with the exception of David Hume. As the most consistent and fearless empiricist of the era, Hume's is by far the most "legitimate" philosophy of the Enlightenment, but it starkly contrasts the rhetoric and ideology of the philosophe community, and, therefore, defies attempts by historians to incorporate it into the traditional Enlightenment picture. Hume, then, exposes the Enlightenment dilemma: either the Enlightenment is not empirical, but rather the new Age of Faith Carl Becker proclaimed it, or Enlightenment philosophy is that of Hume. The problem of this study was selected aspects of public community college non-credit law enforcement training programs in Texas. Purposes of the study were: (a) to examine the development of police academies at community colleges in Texas; (b) to provide normative data describing the academies in terms of background, organization and administration, adequacy of facilities and equipment, personnel, student policies and practices, the program administrator's perceptions of internal and external support, involvement of outside forces and the extent of the program, and (c) to provide data which community colleges can use in organizing and developing police academies.
