The purposes of this study were: (1) to present data resulting from an analysis of the ninety-seven published grievance-arbitration awards involving issues of racial discrimination occurring between April 1, 1974, and December 31, 1980? and (2) to determine from the data how labor arbitrators have reacted to Alexander v. Gardner-Denver Co., 415 U.S. 36 (1974) . The Supreme Court held that labor arbitration was a "comparatively inappropriate" forum for the resolution of employment discrimination disputes. However, the Court said that an arbitral award could be "accorded great weight" by a lower court when certain relevant factors are present in an award. The cases were analyzed to determine the extent to which arbitrators responded to the factors set forth in the Gardner-Denver decision.

This study investigated the effects of an individually administered versus a group-administered stress management training program on various measures of stress, job satisfaction, and burnout among mental health workers. A total of 36 subjects, who were employed in Texas community mental health facilities, participated in the study. The subjects were randomly assigned to one of three groups: an experimental group (N = 12) which received training on an individual basis, an experimental group (N = 12) which received training in small groups of four to six subjects, and a control group (N = 12) which did not receive training. Both didactic and experimental modes were utilized during the six-week training program. This study compared biofeedback assisted cue-controlled skin temperature training with skin temperature biofeedback training in subjects attempting to raise the digital skin temperature of their dominant hand. In addition to classification according to training, the subjects were also divided into two diagnostic groups. One group was composed of subjects with cold hands and Raynaud's disease while the other group consisted of nonRaynaud's disease cold handed subjects. The treatment and diagnostic groups were compared along the dimensions of amount of posttreatment digital skin temperature change and degree of generalization of digital skin temperature control to a cold room challenge task.

In 1976, the Louisiana Legislature passed Act 709. This act mandated accountability in education. As a result of this law, Louisiana students in grades four, eight, and eleven are given tests each year in reading, mathematics, and writing. The primary motivation for conducting this study was the wide-spread discussion about the value of the state-assessment program. There was a need to determine what the perceptions toward the Louisiana State-Assessment Program were by superintendents, principals, and teachers. Based upon a review of related literature and discussions with Louisiana educators, a questionnaire was developed with thirty-three items. These thirty-three items were grouped into six research questions that determined what the perceptions of superintendents, principals, and teachers were toward the Louisiana State-Assessment Program.

This study consists of two parts, the completed videotape production and the production book. The videotape explores the history, organizational structure, and training requirements of the Dallas/Fort Worth Airport Department of Public Safety. A copy of the videotape is shelved in the North Texas State University Media Center Library. The production book describes background preproduction, production, and postproduction of the videotape. Problems, their effects, and solutions are described. The study concludes that an effective videotape can be produced in-house with limited time, equipment, and personnel, at a cost far less than commercially produced films. The study makes specific recommendations for guidelines and planning of future productions.

The purpose of this study was to compare per pupil receipts for operation in most school districts in Texas based on the changes in State funding provided for by three major finance bills and to analyze the effects of federal monies provided by Title I of the Elementary and Secondary Education Act of 1965 to determine the degree of equity in the State's school finance structure. The population consisted of 973 public school districts reporting all data for 1974-75, 1976-77, and 1977-78. The districts were grouped into ten wealth deciles based on School Tax Assessment Practices Board assessed property value per student in average daily attendance. A weighted mean value for each decile for each category and year of funding was computed. Correlation coefficients were computed to provide an index of relationship between the categories of dollars available per pupil for operations. Coefficients of variation were determined to express the magnitude of variation relative to the average value for each additive category for each decile.

This research effort focused on developing a process model to include art in the individualized education programs (IEPs) of physically handicapped and health impaired students which followed guidelines prescribed by Public Law 94-142. A systems approach was utilized for the development of the model. The sequence of interrelated tasks involved stating needs, identifying the problem, assessing the resources, identifying the population sample, establishing definitions of disabilities, specifying objectives, defining methodologies, developing a programmatic plan, conducting the operational phase, evaluating and refining the model.

This study concerns the general question, "What has been the impact of collective bargaining representation elections on nonprofit hospitals in Texas?" The means of answering this question involved a study of wages and attitudes of nonprofessional employees in both hospitals where such elections occurred and hospitals where no such elections had occurred in the State of Texas. An overview of the development of hospitals and the union movement in hospitals are presented as background information for this study. Further, a brief discourse on attitude development and attitude measurement is provided as theoretical foundational material. A researcher-constructed questionnaire was devised, tested, and administered to employees of the subject hospitals. There were 176 useable returns from employees where no union representation election occurred and 176 useable returns from employees where union representation elections occurred.
