Managing electronic records: A guideline

A committee at Martin Marietta Energy Systems (MMES) has drafted a guideline to assist offices in the management of electronic records. This paper will address the activities surrounding its creating. The guideline is for use by creators, users, and custodians of any type of electronic information. The guideline supports and supplements requirements from DOE and the National Archives and Records Administration (NARA), other internal processes such as system reviews, and the comprehensive records management program. While an in-house publication, it could prove useful to other organizations implementing an electronic records management program.

Washington is called the 'Evergreen State' and it evokes images like this of lush forests, lakes and mountains. However, such images apply primarily to the half of the state west of the Cascade Mountains, where we are today. Eastern Washington state is quite a different matter and I want to draw your attention to a portion of Eastern Washington that is the focus ofmy presentation to you this morning. This image was taken on a part of the Department of Energy's Hanford Site, a 586-square mile government reservation, the second largest DOE facility in the nation . Here you can see where I am talking about, roughly 220 miles southeast of Seattle and about the same distance northeast of Portland.

Properties of e/sup +/e/sup -/ interactions at. sqrt. s = 50 and 52 GeV

Bhabha scattering and multi-hadronic e/sup +/e/sup -/ annihilation events have been observed in the AMY detector at ..sqrt..s = 50 GeV and ..sqrt..s = 52 GeV at the TRISTAN e/sup +/e/sup -/ storage ring. Here we report the results of a preliminary analysis of the properties of these events. We present results for the e/sup +/e/sup -/ ..-->.. e/sup +/e/sup -/, e/sup +/e/sup -/ ..-->.. ..gamma gamma.. and e/sup +/e/sup -/ ..-->.. ..mu../sup +/..mu../sup -/ differential cross sections as well as for R, the ratio of e/sup +/e/sup -/ annihilation into hadrons to that for dimuons. In addition we present results on the characteristics of the final state hadrons in the annihilation events.

The membership of the RMG is composed of personnel engaged in Records Management from DOE Headquarters, Field sites, contractors, and other organizations, as appropriate. Infrasound records from U.S. atmospheric tests

The United States conducted over 100 atmospheric nuclear tests at the Nevada Test Site from 1951 through 1962. Some of the earliest tests caused unexpected damage, primarily broken glass and cracked plaster, in Las Vegas and other surrounding communities. To address this problem, Sandia initiated a program to monitor and predict the pressure waves around NTS. Infrasound recording systems were developed, then field for all tests beginning with Operation Buster in October 1951. Investigators soon discovered that near-surface temperature inversions and wind profiles caused the damaging pressures in Las Vegas. A typical test was recorded at about a dozen stations from the Control Point on NTS to as far away as Pasadena, CA. In addition, some tests in the South Pacific were monitored, as well as numerous chemical explosions. Strip charts recorded signals in the frequency band from 0.05 to 30 Hz, and the paper tapes were achieved at Sandia in the early 1970s. The NTS events ranged in yield from below 1 ton to 74 kilotons; source altitudes varied from near ground level (including some cratering experiments) to as high as 11 km. Workshop report on a future information infrastructure for the physical sciences. The facts of the matter: finding, understanding, and using information about our physical world

The purpose of the workshop was to obtain input from the scientific community regarding the merits of the concept of a ''Future Information Infrastructure for the Physical Sciences'' that would offer a comprehensive collection of scientific and technical information in the physical sciences as well as services that would facilitate scientific communication and increase the productivity of the scientific enterprise in the United States. The Infrastructure would impact science methods and science education as well as the scientific record as a public good. The workshop was composed of a panel of experts in science, science policy, information science, and scientific publishing. Other participants included representatives from the community of potential stakeholders in such an enterprise. The overall conclusion of the workshop was an enthusiastic endorsement of a vision of a national infrastructure that benefits not just the scientific community but the national good. It could ultimately impact not only research and development, but also education and applications to everyday life. It would be a step to integrate the whole of science to provide a basis to improve society, the economy, and the environment.

Quantum Robots and Quantum Computers

Validation of a presumably universal theory, such as quantum mechanics, requires a quantum mechanical description of systems that carry out theoretical calculations and systems that carry out experiments. The description of quantum computers is under active development. No description of systems to carry out experiments has been given. A small step in this direction is taken here by giving a description of quantum robots as mobile systems with on board quantum computers that interact with different environments. Some properties of these systems are discussed. A specific model based on the literature descriptions of quantum Turing machines is presented.

In experimental physics, data is archived from a wide variety of sources and used for a wide variety of purposes. In each of these environments, trade-offs are made between data storage rate, data availability, and retrieval rate. This paper presents archive alternatives in EPICS, the overall archiver design and details on the data collection and retrieval requirements, performance studies, design choices, design alternatives, and measurements made on the beta version of the archiver.

Associations between classroom CO2 concentrations and student attendance in Washington and Idaho

Student attendance in American public schools is a critical factor in securing limited operational funding. Student and teacher attendance influence academic performance. Limited data exist on indoor air and environmental quality (IEQ) in schools, and how IEQ affects attendance, health, or performance. This study explored the association of student absence with measures of indoor minus outdoor carbon dioxide concentration (dCO{sub 2}). Absence and dCO{sub 2} data were collected from 409 traditional and 25 portable classrooms from 14 schools located in six school districts in the states of Washington and Idaho. Study classrooms had individual heating, ventilation, and air conditioning (HVAC) systems, except two classrooms without mechanical ventilation. Classroom attributes, student attendance and school-level ethnicity, gender, and socioeconomic status (SES) were included in multivariate modeling. Forty-five percent of classrooms studied had short-term indoor CO{sub 2} concentrations above 1000 parts-per-million (ppm). A 1000 ppm increase in dCO{sub 2} was associated (p < 0.05) with a 0.5% to 0.9% decrease in annual average daily attendance (ADA), corresponding to a relative 10% to 20% increase in student absence. Outside air (ventilation) rates estimated from dCO{sub 2} and other collected data were not associated with absence. Annual ADA was 2% higher (p < 0.0001) in …

Photovoltaics (PV) for buildings system applications are experiencing exponential growth. This increased activity is the result of building owners becoming more confident with this new technology, designers becoming more comfortable incorporating PV into architectural and building electrical designs, decreasing PV system cost, the heightened public awareness of depleting conventional energy resources, and issues related to power reliability and stability. Usually, these systems meet primary objectives to offset building electrical loads, decrease building electrical demand, or provide continuous power supply during utility grid outages; but because of design flaws, installation errors, or improper maintenance, these systems can perform below the design expectations.
