Interview with Edna Gardner Whyte, a competitive pilot and flight instructor from Garden City, Minnesota. Whyte discusses her family history, her childhood and education, moving to Oregon, her initial interests in flying, her training in nursing, taking up flying, winning her first race, teaching others to fly, becoming a flight instructor full-time, Prohibition bootlegging, races, a crash, Amelia Earhart, the growth of women in aviation, service as a Army Air Corps nurse during World War Two, being a flying salesman, flying helicopters, and building the Aero Valley Flying School.

Design of Genomic Signatures of Pathogen Identification & Characterization

This chapter will address some of the many issues associated with the identification of signatures based on genomic DNA/RNA, which can be used to identify and characterize pathogens for biodefense and microbial forensic goals. For the purposes of this chapter, we define a signature as one or more strings of contiguous genomic DNA or RNA bases that are sufficient to identify a pathogenic target of interest at the desired resolution and which could be instantiated with particular detection chemistry on a particular platform. The target may be a whole organism, an individual functional mechanism (e.g., a toxin gene), or simply a nucleic acid indicative of the organism. The desired resolution will vary with each program's goals but could easily range from family to genus to species to strain to isolate. The resolution may not be taxonomically based but rather pan-mechanistic in nature: detecting virulence or antibiotic-resistance genes shared by multiple microbes. Entire industries exist around different detection chemistries and instrument platforms for identification of pathogens, and we will only briefly mention a few of the techniques that we have used at Lawrence Livermore National Laboratory (LLNL) to support our biosecurity-related work since 2000. A Failure of Initiative: The Final Report of the Select Bipartisan Committee to Investigate the Preparation for and Response to Hurricane Katrina

On September 15, 2005, the House of Representatives approved H. Res. 437, which created the Select Bipartisan Committee to Investigate the Preparation for and Response to Hurricane Katrina (“the Select Committee”). According to the resolution, the Committee was charged with conducting “a full and complete investigation and study and to report its findings to the House not later than February 15, 2006, regarding— (1) the development, coordination, and execution by local, State, and Federal authorities of emergency response plans and other activities in preparation for Hurricane Katrina; and (2) the local, State, and Federal government response to Hurricane Katrina.” The Committee presents the report narrative and the findings that stem from it to the U.S. House of Representatives and the American people for their consideration. Members of the Select Committee agree unanimously with the report and its findings. Other Members of Congress who participated in the Select Committee’s hearings and investigation but were not official members of the Select Committee, while concurring with a majority of the report’s findings, have presented additional views as well, which we offer herein on their behalf. The Mason County "Hoo Doo" War, 1874-1902

Post-Reconstruction Texas in the mid-1870s was still relatively primitive, with communities isolated from each other in a largely open-range environment. Cattlemen owned herds of cattle in numerous counties while brand laws remained local. Friction arose when the nonresident stockmen attempted to gather their cattle, and mavericking was common. Law enforcement at the local level could cope with handling local drunks, collecting taxes, and attending the courts when in session, but when an outrageous crime occurred, or depredations in a community were at a level that severely taxed or overwhelmed the local sheriff, there was seldom any other recourse except a vigilante movement. With such a fragile hold on civilization in these communities, it is not difficult to understand how a “blood feud” could occur. During 1874 the Hoo Doo War erupted in the Texas Hill Country of Mason County, and for the remainder of the century violence and fear ruled the region in a rising tide of hatred and revenge. It is widely considered the most bitter feud in Texas history. Traditionally the feud is said to have begun with the intention of protecting the families, property and livelihood of the largely agrarian settlers in Mason and Llano counties. The …
