Restoration of Secondary Containment in Double Shell Tank (DST) Pits

Cracks found in many of the double-shell tank (DST) pump and valve pits bring into question the ability of the pits to provide secondary containment and remain in compliance with State and Federal regulations. This study was commissioned to identify viable options for maintain/restoring secondary containment capability in these pits. The basis for this study is the decision analysis process which identifies the requirements to be met and the desired goals (decision criteria) that each option will be weighed against. A facilitated workshop was convened with individuals knowledgeable of Tank Farms Operations, engineering practices, and safety/environmental requirements. The outcome of this workshop was the validation or identification of the critical requirements, definition of the current problem, identification and weighting of the desired goals, baselining of the current repair methods, and identification of potential alternate solutions. The workshop was followed up with further investigations into the potential solutions that were identified in the workshop and through other efforts. These solutions are identified in the body of this report. Each of the potential solutions were screened against the list of requirements and only those meeting the requirements were considered viable options. Notice of Construction for Tank Waste Remediation System Vadose Zone Characterization

The following description and any attachments and references are provided to the Washington State Department of Health (WDOH), Division of Radiation Protection, Air Emissions and Defense Waste Section as a notice of construction (NOC) in accordance with Washington Administrative Code (WAC) 246-247, Radiation Protection-Air Emissions. The WAC 246-247-060, ''Applications, registration, and licensing'', states ''This section describes the information requirements for approval to construct, modify, and operate an emission unit. Any NOC requires the submittal of information listed in Appendix A.'' Appendix A (WAC 246-247-1 10) lists the requirements that must be addressed. The original NOC was submitted in May of 1999 as DOm-99-34. Additionally, the following description, attachments and references are provided to the U.S. Environmental Protection Agency (EPA) as an NOC, in accordance with Title 40 Code of Federal Regulations (CFR), Part 61, ''National Emission Standards for Hazardous Air Pollutants.'' The information required for submittal to the EPA is specified in 40 CFR 61.07. The potential emissions from this activity are estimated to provide less than 0.1 milliredyear total effective dose equivalent (TEDE) to the hypothetical offsite maximally exposed individual (MEI), and commencement is needed within a short time frame. SIMULATION OF NET INFILTRATION FOR MODERN AND POTENTIAL FUTURE CLIMATES

This Analysis/Model Report (AMR) describes enhancements made to the infiltration model documented in Flint et al. (1996) and documents an analysis using the enhanced model to generate spatial and temporal distributions over a model domain encompassing the Yucca Mountain site, Nevada. Net infiltration is the component of infiltrated precipitation, snowmelt, or surface water run-on that has percolated below the zone of evapotranspiration as defined by the depth of the effective root zone, the average depth below the ground surface (at a given location) from which water is removed by evapotranspiration. The estimates of net infiltration are used for defining the upper boundary condition for the site-scale 3-dimensional Unsaturated-Zone Ground Water Flow and Transport (UZ flow and transport) Model (CRWMS M&O 2000a). The UZ flow and transport model is one of several process models abstracted by the Total System Performance Assessment model to evaluate expected performance of the potential repository at Yucca Mountain, Nevada, in terms of radionuclide transport (CRWMS M&O 1998). The net-infiltration model is important for assessing potential repository-system performance because output from this model provides the upper boundary condition for the UZ flow and transport model that is used to generate flow fields for evaluating potential radionuclide transport …

Groundwater Quality Assessment for Waste Management Area U: First Determination

As a result of the most recent recalculation one of the indicator parameters, specific conductance, exceeded its background value in downgradient well 299-W19-41, triggering a change from detection monitoring to groundwater quality assessment program. The major contributors to the higher specific conductance are nonhazardous constituents (i.e., sodium, calcium, magnesium, chloride, sulfate, and bicarbonate). Nitrate, chromium, and technetium-99 are present and are increasing; however, they are significantly below their drinking waster standards. Interpretation of groundwater monitoring data indicates that both the nonhazardous constituents causing elevated specific conductance in groundwater and the tank waste constituents present in groundwater at the waste management area are a result of surface water infiltration in the southern portion of the facility. There is evidence for both upgradient and waste management area sources for observed nitrate concentrations. There is no indication of an upgradient source for the observed chromium and technetium-99.

USING BLOCKS OF SKEWERS FOR FASTER COMPUTATION OF PIXEL PURITY INDEX

The pixel purity index (PPI) algorithm proposed by Boardman, et al.1 identifies potential endmember pixels in multispectral imagery. The algorithm generates a large number of skewers (unit vectors in random directions), and then computes the dot product of each skewer with each pixel. The PPI is incremented for those pixels associated with the extreme values of the dot products. A small number of pixels (a subset of those with the largest PPI values) are selected as pure and the rest of the pixels in the image are expressed as linear mixtures of these pure endmembers. This provides a convenient and physically-motivated decomposition of the image in terms of a relatively few components. We report on a variant of the PPI algorithm in which blocks of B skewers are considered at a time. From the computation of B dot products, one can produce a much larger set of derived dot products that are associated with skewers that are linear combinations of the original B skewers. Since the derived dot products involve only scalar operations, instead of full vector dot products, they can be very cheaply computed. Coal/Polymer Coprocessing With Efficient Use of Hydrogen

The final project period was devoted to investigating the binary mixture pyrolysis of polypropylene and polystyrene. Their interactions were assessed in order to provide a baseline for experiments with multicomponent mixtures of polymers with coal. Pyrolysis of polypropylene, polystyrene and their binary mixture was investigated at temperatures of 350 C and 420 C with reaction times from 1 to 180 minutes. Two different loadings, 10 mg and 20 mg, were studied for neat polypropylene and polystyrene to assess the effect of total pressure on product yields and selectivities. For neat pyrolysis of polypropylene, total conversion was much higher at 420 C, and no significant effect of loading on the total conversion was observed. Four classes of products, alkanes, alkenes, dienes, and aromatic compounds, were observed, and their distribution was explained by a typical free radical mechanism. For neat polystyrene pyrolysis, conversion reached approximately 75% at 350 C, while at 420 C the conversion reached a maximum around 90% at 10 minutes and decreased at longer times because of condensation reactions. 3-D Numerical Modeling of a Complex Salt Structure

Reliably processing, imaging, and interpreting seismic data from areas with complicated structures, such as sub-salt, requires a thorough understanding of elastic as well as acoustic wave propagation. Elastic numerical modeling is an essential tool to develop that understanding. While 2-D elastic modeling is in common use, 3-D elastic modeling has been too computationally intensive to be used routinely. Recent advances in computing hardware, including commodity-based hardware, have substantially reduced computing costs. These advances are making 3-D elastic numerical modeling more feasible. A series of example 3-D elastic calculations were performed using a complicated structure, the SEG/EAGE salt structure. The synthetic traces show that the effects of shear wave propagation can be important for imaging and interpretation of images, and also for AVO and other applications that rely on trace amplitudes. Additional calculations are needed to better identify and understand the complex wave propagation effects produced in complicated structures, such as the SEG/EAGE salt structure.

Advanced numerical methods and software approaches for semiconductor device simulation

In this article the authors concisely present several modern strategies that are applicable to drift-dominated carrier transport in higher-order deterministic models such as the drift-diffusion, hydrodynamic, and quantum hydrodynamic systems. The approaches include extensions of upwind and artificial dissipation schemes, generalization of the traditional Scharfetter-Gummel approach, Petrov-Galerkin and streamline-upwind Petrov Galerkin (SUPG), entropy variables, transformations, least-squares mixed methods and other stabilized Galerkin schemes such as Galerkin least squares and discontinuous Galerkin schemes. The treatment is representative rather than an exhaustive review and several schemes are mentioned only briefly with appropriate reference to the literature. Some of the methods have been applied to the semiconductor device problem while others are still in the early stages of development for this class of applications. They have included numerical examples from the recent research tests with some of the methods. A second aspect of the work deals with algorithms that employ unstructured grids in conjunction with adaptive refinement strategies. The full benefits of such approaches have not yet been developed in this application area and they emphasize the need for further work on analysis, data structures and software to support adaptivity. A compilation of information on the {sup 31}P(p,{gamma}){sup 32}S reaction and properties of excited levels in {sup 32}S

This report documents a survey of the literature, and provides a compilation of data contained therein, for the {sup 31}P(p,{gamma}){sup 32}S reaction. Attention here is paid mainly to resonance states in the compound-nuclear system {sup 32}S formed by {sup 31}P + p, with emphasis on radiative capture, i.e., gamma-ray decay channels ({sup 32}Si + {gamma}) which populate specific levels in {sup 32}S. The energy region near the proton separation energy for {sup 32}S is especially important in this context for applications in nuclear astrophysics. Properties of the excited states in {sup 32}S are also considered. Summaries of all the located references with significant content are provided and numerical data contained in them are compiled in EXFOR format where applicable.

Experimental Testbed for the Study of Hydrodynamic Issues in Supernovae

More than a decade after the explosion of SN 1987A, unresolved discrepancies still remain in attempts to numerically simulate the mixing processes initiated by the passage of a very strong shock through the layered structure of the progenitor star. Numerically computed velocities of the radioactive {sup 56}Ni and {sup 56}CO, produced by shock-induced explosive burning within the silicon layer for example, are still more than 50% too low as compared with the measured velocities. In order to resolve such discrepancies between observation and simulation, an experimental testbed has been designed on the Omega Laser for the study of hydrodynamic issues of importance to supernovae (SNe). In this paper, we present results from a series of scaled laboratory experiments designed to isolate and explore several issues in the hydrodynamics of SN explosions. The results of the experiments are compared with numerical simulations and are generally found to be in reasonable agreement.
