The current capsule target design for the first ignition experiments at the NIF Facility beginning in 2009 will be a copper-doped beryllium capsule, roughly 2 mm in diameter with 160-{micro}m walls. The capsule will have a 75-{micro}m layer of solid DT on the inside surface, and the capsule will driven with x-rays generated from a gold/uranium cocktail hohlraum. The design specifications are extremely rigorous, particularly with respect to interfaces, which must be very smooth to inhibit Rayleigh-Taylor instability growth. This paper outlines the current design, and focuses on the challenges and advances in capsule fabrication and characterization; hohlraum fabrication, and D-T layering and characterization.

How does respect for human rights affect the disbursement of food aid by US foreign policymakers? Scholars analyzing foreign aid generally look at only total economic aid, military aid or a combination of both. However, for a more nuanced understanding of human rights as a determinant of foreign aid, the discrete foreign aid programs must be examined. By disentangling component-programs from total aid, this analysis demonstrates how human rights influence policymakers by allowing them to distribute food aid to human rights abusing countries. Consequently, policymakers can promote strategic objectives with food aid, while legally restricted from distributing other aid. The primary theoretical argument, which links increasing human rights abuse with increasing food aid, is supported by results from a Heckman model. This procedure models the two-stage decision-making process where foreign policymakers first, select countries for aid and then, distribute aid to those selected.

Alegra is an ALE (Arbitrary Lagrangian-Eulerian) multi-material finite element code that emphasizes large deformations and strong shock physics. The Lagrangian continuum dynamics package in Alegra uses a Galerkin finite element spatial discretization and an explicit central-difference stepping method in time. The goal of this report is to describe in detail the characteristics of this algorithm, including the conservation and stability properties. The details provided should help both researchers and analysts understand the underlying theory and numerical implementation of the Alegra continuum hydrodynamics algorithm.

The FY06 Defense Appropriation contains funding for the 'Development of Advanced, Sophisticated, Discrimination Technologies for UXO Cleanup' in the Environmental Security Technology Certification Program. In 2003, the Defense Science Board observed: 'The problem is that instruments that can detect the buried UXOs also detect numerous scrap metal objects and other artifacts, which leads to an enormous amount of expensive digging. Typically 100 holes may be dug before a real UXO is unearthed! The Task Force assessment is that much of this wasteful digging can be eliminated by the use of more advanced technology instruments that exploit modern digital processing and advanced multi-mode sensors to achieve an improved level of discrimination of scrap from UXOs.' Significant progress has been made in discrimination technology. To date, testing of these approaches has been primarily limited to test sites with only limited application at live sites. Acceptance of discrimination technologies requires demonstration of system capabilities at real UXO sites under real world conditions. Any attempt to declare detected anomalies to be harmless and requiring no further investigation require demonstration to regulators of not only individual technologies, but of an entire decision making process. Green-fluorescent protein (GFP) labeled marrow cells transplanted into lethally irradiated mice can be detected in the lungs of transplanted mice and have been shown to express lung specific proteins while lacking the expression of hematopoietic markers. We have studied marrow cells induced to transit cell cycle by exposure to IL-3, IL-6, IL-11 and steel factor at different times of culture corresponding to different phases of cell cycle. We have found that marrow cells at the G1/S interface have a 3-fold increase in cells which assume a lung phenotype and that this increase is no longer seen in late S/G2. These cells have been characterized as GFP{sup +} CD45{sup -} and GFP{sup +} cytokeratin{sup +}. Thus marrow cells with the capacity to convert into cells with a lung phenotype after transplantation show a reversible increase with cytokine induced cell cycle transit. Previous studies have shown the phenotype of bone marrow stem cells fluctuates reversibly as these cells traverse cell cycle, leading to a continuum model of stem cell regulation. The present studies indicate that marrow stem cell production of nonhematopoietic cells also fluctuates on a continuum.

The purposes of the present study are to: (a) describe the beliefs and practices of the US and Taiwan (TW) public and private kindergarten teachers regarding developmentally appropriate practice (DAP), (b) examine the group differences between the four groups of teachers, and (c) identify the salient factors related to the variability of developmentally appropriate beliefs and practice in these teachers. Three hundred and fifty-seven kindergarten teachers participated in the study. The group sizes were 123, 123, 57, and 54 for Taiwan private, Taiwan public, US private, and US public kindergarten teachers, respectively. A survey was used to collect data. Findings from this study showed: (a) Both the US and Taiwan kindergarten teachers highly endorsed beliefs about DAP; (b) US and Taiwan kindergarten teachers also held strong beliefs about developmentally inappropriate practices (DIP); (c) DAP activities occurred regularly in the classrooms; (d) developmentally inappropriate practice (DIP) activities also took place a lot although they were lower than the DAP activities; (e) the Taiwan teachers had higher beliefs about DAP and lower beliefs about DIP than the US teachers; (f) the US teachers reported both higher DAP and DIP activities than the Taiwan teachers; (g) there were no differences between public and …

The dissertation explores middle-school students' abilities to engage in historical thinking. I dispute the Hallam-Piaget model, which discourages analytical thinking through the assumption that children lack skills to think critically about history. My historical narrative inquiry model (1) teaches procedural knowledge (the process of "doing" history); (2) enhances interpretative skills; (3) cultivates historical perspectives based upon evidentiary history; and (4) encourages student authorship of historical narratives. In the fall semester of 2006, with a classroom of twenty-five seventh-graders, I initiated a research study designed to explore the impact of the historical narrative inquiry model through a sequence of thirty-two lessons. The lessons involved small- and large-group activities, including oral presentations, discussions about primary documents, and consideration of the relation between narratology and the creation of written history. Students generated their own historical narratives in order to articulate their perspectives. Eight students having varied reading-level proficiency served as primary participants in the study. Each of these students received pre- and post-intervention interviews. Outcomes reflected the enhancement of pedagogy intended to facilitate historical thinking and historical empathy in the classroom.

Language policy reform movements have increased accountability in order for schools to improve student achievement and measure the progress of English language learners. The number of English language learners (ELLs) has grown significantly in the school population, yet the level of academic achievement for this population continues to lag. Language planning and policy provide critical decisions about how to measure what students know in all subjects. In 1999, the 76th Texas Legislature approved the assessment of the state curriculum to account for student learning while nationally the No Child Left Behind Act (NCLB) requires assessment and accountability to measure what students know. Long term English language learners (LTELs) in high school are of particular concern because they have not been able to meet standards on the state's assessments. These assessments are used for national NCLB accountability under Annual Yearly progress (AYP) indicators, the state's accountability and the Texas graduation criteria. The purpose of this study has been to examine the impact of educational language planning and policy on LTELs who have lived and attended US schools for more than four school years.

This study replicated and extended previous research I had performed that suggested that a student success course is an effective intervention to assist student-athletes in the adjustment to college. Participants in the current study included 4 groups of students, including (1) non-athletes and (2) student-athletes who were mandated and enrolled in the student success course, and (3) non-athletes and (4) student-athletes who were not mandated and did not enroll in the student success course. Overall, results from the current study suggested that the student success course was effective in helping non-athletes and student-athletes learn key cognitive strategies that are necessary for college success. In addition, results indicated that after taking the student success course, academically at-risk students earned equivalent grades, percentage of hours passed, and retention rates compared to their peers who were not classified as being academically underprepared. Finally, adjustment patterns of all groups were examined, with particular emphasis on the decrease in adjustment over the course of the semester that was demonstrated by the student-athletes. Intervention implications and future research directions are discussed, specifically in terms of how to address the unique needs of college freshmen student-athletes.

The main focus of this dissertation is the design, development, and ground and microgravity validation of methods for monitoring drinking water quality on-board NASA spacecraft using clorimetric-solid phase extraction (C-SPE). The Introduction will overview the need for in-flight water quality analysis and will detail some of the challenges associated with operations in the absence of gravity. The ability of C-SPE methods to meet these challenges will then be discussed, followed by a literature review on existing applications of C-SPE and similar techniques. Finally, a brief discussion of diffuse reflectance spectroscopy theory, which provides a means for analyte identification and quantification in C-SPE analyses, is presented. Following the Introduction, four research chapters are presented as separate manuscripts. Chapter 1 reports the results from microgravity testing of existing C-SPE methods and procedures aboard NASA's C-9 microgravity simulator. Chapter 2 discusses the development of a C-SPE method for determining the total concentration of biocidal silver (i.e., in both dissolved and colloidal forms) in water samples. Chapter 3 presents the first application of the C-SPE technique to the determination of an organic analyte (i.e., formaldehyde).
