Getting waste ready for shipment to the WIPP: integration of characterization and certification activities

The Waste Isolation Pilot Plant (WIPP) Waste Acceptance Criteria (WAC) serve as the primary directive for assuring the safe handling, transportation, and disposal of transuranic (TRU) waste generated at Department of Energy (DOE) sites. The WIPP WAC address fulfillment of WIPP`s operational safety and performance assessment criteria, compliance with Resource Conservation and Recovery Act (RCRA) requirements, and preparation of waste packages that meet all transportation criteria. At individual generator sites, preparation of transuranic waste for final disposal at WIPP includes characterizing the waste to meet the requirements of the transuranic Waste Characterization Quality Assurance Program Plan (QAPP) and certifying waste containers to meet the WIPP WAC and the Transuranic Package Transporter-II Authorized Methods for Payload Control (TRAMPAC). This paper compares the quality assurance and quality control requirements specified in the WIPP WAC, QAPP, and TRAMPAC and discusses the potential to consolidate activities to comply with the TRU waste characterization and certification program requirements.

Estimate of air carrier and air taxi crash frequencies from high altitude en route flight operations

In estimating the frequency of an aircraft crashing into a facility, it has been found convenient to break the problem down into two broad categories. One category estimates the aircraft crash frequency due to air traffic from nearby airports, the so-called near-airport environment. The other category estimates the aircraft crash frequency onto facilities due to air traffic from airways, jet routes, and other traffic flying outside the near-airport environment The total aircraft crash frequency is the summation of the crash frequencies from each airport near the facility under evaluation and from all airways, jet routes, and other traffic near the facility of interest. This paper will examine the problems associated with the determining the aircraft crash frequencies onto facilities outside the near-airport environment. This paper will further concentrate on the estimating the risk of aircraft crashes to ground facilities due to high altitude air carrier and air taxi traffic. High altitude air carrier and air taxi traffic will be defined as all air carrier and air taxi flights above 18,000 feet Mean Sea Level (MSL).

Log analysis of six boreholes in conjunction with geologic characterization above and on top of the Weeks Island Salt Dome

Six boreholes were drilled during the geologic characterization and diagnostics of the Weeks Island sinkhole that is over the two-tiered salt mine which was converted for oil storage by the U.S. Strategic Petroleum Reserve. These holes were drilled to provide for geologic characterization of the Weeks Island Salt Dome and its overburden in the immediate vicinity of the sinkhole (mainly through logs and core); to establish a crosswell configuration for seismic tomography; to establish locations for hydrocarbon detection and tracer injection; and to provide direct observations of sinkhole geometry and material properties. Specific objectives of the logging program were to: (1) identify the top of and the physical state of the salt dome; (2) identify the water table; (3) obtain a relative salinity profile in the aquifer within the alluvium, which ranges from the water table directly to the top of the Weeks Island salt dome; and (4) identify a reflecting horizon seen on seismic profiles over this salt dome. Natural gamma, neutron, density, sonic, resistivity and caliper logs were run.

Wavelet/scalar quantization compression standard for fingerprint images

US Federal Bureau of Investigation (FBI) has recently formulated a national standard for digitization and compression of gray-scale fingerprint images. Fingerprints are scanned at a spatial resolution of 500 dots per inch, with 8 bits of gray-scale resolution. The compression algorithm for the resulting digital images is based on adaptive uniform scalar quantization of a discrete wavelet transform subband decomposition (wavelet/scalar quantization method). The FBI standard produces archival-quality images at compression ratios of around 15 to 1 and will allow the current database of paper fingerprint cards to be replaced by digital imagery. The compression standard specifies a class of potential encoders and a universal decoder with sufficient generality to reconstruct compressed images produced by any compliant encoder, allowing flexibility for future improvements in encoder technology. A compliance testing program is also being implemented to ensure high standards of image quality and interchangeability of data between different implementations.

A probabilistic assessment of health risks associated with short-term exposure to tropospheric ozone

The work described in this report is part of a larger risk assessment sponsored by the U.S. Environmental Protection Agency. Earlier efforts developed exposure-response relationships for acute health effects among populations engaged in heavy exertion. Those efforts also developed a probabilistic national ambient air quality standards exposure model and a general methodology for integrating probabilistic exposure-response relation- ships and exposure estimates to calculate overall risk results. Recently published data make it possible to model additional health endpoints (for exposure at moderate exertion), including hospital admissions. New air quality and exposure estimates for alternative national ambient air quality standards for ozone are combined with exposure-response models to produce the risk results for hospital admissions and acute health effects. Sample results explain the methodology and introduce risk output formats.

Toxicology evaluation and hazard review for non-CFC containing rigid foams BKC 44317 and last-a-foam MSL-02A

New pour-in-place, low density, rigid polyurethane foam kits have been developed to mechanically stabilize damaged explosive ordnance. Although earlier foam systems used chlorofluorocarbons as blowing agents, the current versions rely on carbon dioxide generated by the reaction of isocynates with water. In addition, these kits were developed to manually generate small quantifies of rigid foam in the field with minimal or no protective equipment. The purpose of this study was to evaluate and summarize available hazard information for the components of these rigid foam kits and to provide recommendations for personal protective equipment to be used while performing the manual combination of the components. As with most rigid foam systems, these kits consist of two parts, one a mixture of isocyanates; the other, a combination of polyols, surfactants, and amine catalysts. Once completely deployed, the rigid foam is non-toxic. The components, however, have some important health effects which must be considered when establishing handling procedures.

Management of data quality of high level waste characterization

Over the past 10 years, the Hanford Site has been transitioning from nuclear materials production to Site cleanup operations. High-level waste characterization at the Hanford Site provides data to support present waste processing operations, tank safety programs, and future waste disposal programs. Quality elements in the high-level waste characterization program will be presented by following a sample through the data quality objective, sampling, laboratory analysis and data review process. Transition from production to cleanup has resulted in changes in quality systems and program; the changes, as well as other issues in these quality programs, will be described. Laboratory assessment through quality control and performance evaluation programs will be described, and data assessments in the laboratory and final reporting in the tank characterization reports will be discussed.
