Trade Adjustment Assistance (TAA) and Its Role in U.S. Trade Policy (open access)

Trade Adjustment Assistance (TAA) and Its Role in U.S. Trade Policy

This report looks at the background of Trade Adjustment Assistance (TAA) in the Trade Expansion Act of 1962, which was created by Congress. It then discusses how the 112th Congress is considering legislative action to extend the TAA - including two issues: how necessary or appropriate the extension is, and whether or not three proposed bills should be voted upon separately.

Water vulnerabilities for existing coal-fired power plants. (open access)

Water vulnerabilities for existing coal-fired power plants.

This report was funded by the U.S. Department of Energy's (DOE's) National Energy Technology Laboratory (NETL) Existing Plants Research Program, which has an energy-water research effort that focuses on water use at power plants. This study complements the Existing Plants Research Program's overall research effort by evaluating water issues that could impact power plants. Water consumption by all users in the United States over the 2005-2030 time period is projected to increase by about 7% (from about 108 billion gallons per day [bgd] to about 115 bgd) (Elcock 2010). By contrast, water consumption by coal-fired power plants over this period is projected to increase by about 21% (from about 2.4 to about 2.9 bgd) (NETL 2009b). The high projected demand for water by power plants, which is expected to increase even further as carbon-capture equipment is installed, combined with decreasing freshwater supplies in many areas, suggests that certain coal-fired plants may be particularly vulnerable to potential water demand-supply conflicts. If not addressed, these conflicts could limit power generation and lead to power disruptions or increased consumer costs. The identification of existing coal-fired plants that are vulnerable to water demand and supply concerns, along with an analysis of information about their …

Setting the Renormalization Scale in QCD: The Principle of Maximum Conformality (open access)

Setting the Renormalization Scale in QCD: The Principle of Maximum Conformality

A key problem in making precise perturbative QCD predictions is the uncertainty in determining the renormalization scale {mu} of the running coupling {alpha}{sub s}({mu}{sup 2}): The purpose of the running coupling in any gauge theory is to sum all terms involving the {beta} function; in fact, when the renormalization scale is set properly, all non-conformal {beta} {ne} 0 terms in a perturbative expansion arising from renormalization are summed into the running coupling. The remaining terms in the perturbative series are then identical to that of a conformal theory; i.e., the corresponding theory with {beta} = 0. The resulting scale-fixed predictions using the 'principle of maximum conformality' (PMC) are independent of the choice of renormalization scheme - a key requirement of renormalization group invariance. The results avoid renormalon resummation and agree with QED scale-setting in the Abelian limit. The PMC is also the theoretical principle underlying the BLM procedure, commensurate scale relations between observables, and the scale-setting method used in lattice gauge theory. The number of active flavors nf in the QCD {beta} function is also correctly determined. We discuss several methods for determining the PMC/BLM scale for QCD processes. We show that a single global PMC scale, valid at leading …

Integrated Detection of Pathogens and Host Biomarkers for Wounds (open access)

Integrated Detection of Pathogens and Host Biomarkers for Wounds

The increasing incidence and complications arising from combat wounds has necessitated a reassessment of methods for effective treatment. Infection, excessive inflammation, and incidence of drug-resistant organisms all contribute toward negative outcomes for afflicted individuals. The organisms and host processes involved in wound progression, however, are incompletely understood. We therefore set out, using our unique technical resources, to construct a profile of combat wounds which did or did not successfully resolve. We employed the Lawrence Livermore Microbial Detection Array and identified a number of nosocomial pathogens present in wound samples. Some of these identities corresponded with bacterial isolates previously cultured, while others were not obtained via standard microbiology. Further, we optimized proteomics protocols for the identification of host biomarkers indicative of various stages in wound progression. In combination with our pathogen data, our biomarker discovery efforts will provide a profile corresponding to wound complications, and will assist significantly in treatment of these complex cases.

Final Report LDRD 04-ERD-019 Development of absolute spectroscopic diagnostics for non-LTE plasmas (open access)

Final Report LDRD 04-ERD-019 Development of absolute spectroscopic diagnostics for non-LTE plasmas

This project sought to further our understanding of non-Local Thermodynamic Equilibrium (NLTE) processes by providing benchmark data to validate computational models. This has been a difficult regime to study in the laboratory, where experimental scales produce strong gradients while interpretation requires well-characterized uniform plasmas. It has also been a difficult regime to simulate, as evidenced by the large discrepancies in predictions of NLTE spectra for fixed plasma properties. Not surprisingly, discrepancies between data and calculations of recombining laser-produced plasmas have been in evidence since the 1980's. The goal here was to obtain data of sufficient accuracy to help resolve these discrepancies and enable better modeling of the NLTE processes that are integral to high-energy density experiments. Advances in target fabrication, diagnostic development and simulation capabilities provided the foundations for this project. Uniform plasmas were to be achieved by using aerogel foams of low enough density ({approx}mg/cm{sup 3}) and thickness ({approx}mm) to be volumetrically heated by a laser. The foams were doped with Ti to provide K- and L-shell emission and recombination spectra during the experiments. A new absolutely calibrated transmission grating spectrometer provided absolute temporal measurements at 18 frequencies, in addition to a CCD image of the time-integrated spectrum. Finally, …
